It looks like they just filled in a traced base with gray shading. 

Neon lions Phineas and Isabella.. This Phineas and Ferb fandom is starting to get outta control. 

I just don’t get why people make neon lions. What’s the point of it? 

This is a rare instance in which people don’t know the fillbucket exists.

Eww. I prefer natural earth tone lion cubs if I adopt designs. These look like Ice cream colored lion cubs.
